There is no legitimate way to get Celebi in silver, with gameshark now. Just as it was before Nintendo could be special events and sales of Pokémon Celebi and Mew created. However, major events such as those who do not qualify for more. So the only way you can is by Hai DO Celebi or dealing with a person who already get Celebi
